Army Corps Caught Attacking Citizens Online

In a sworn affidavit, Jon Donley, Editor of the online version of New Orleans’ leading newspaper, the Times Picayune, described questionable and possibly illegal behavior by about 20 individuals at the U.S Army Corps of Engineers New Orleans District.

The activity occurred for several years immediately following the Corps of Engineers’ catastrophic levee failures during Katrina. Disguising their identities and using government equipment, the cadre routinely posted misleading and disparaging comments on public forums\ and news stories with a common theme. The group’s apparent goal, said Donley was to “attack people calling for (Corps) accountability, to silence critics and deflect independent review of the Katrina disaster.”

Furthermore, the affidavit asserts that many comments “appealed to racial division and at times engaged in racial slurs” against African American citizens in New Orleans.

Donley’s affidavit so thoroughly validated the index of suspicion that US Senator Mary Landrieu in June 2009 requested the Pentagon to conduct an investigation. Unfortunately, the investigation, essentially an internal review, was limited in scope and pinned blame on an isolated individual who was subsequently fired. Donley was never contacted by any investigator even though he was the key source
of information.

Over the last few years, I have read the disgusting and race-baiting comments that were posted by people who changed their site IDs very often. The writing styles were the same, and I have no doubt that there could have been a good baker’s dozen or more of people posting to the forums every so often from one day to the next.

    I lived with survivors of 2005 who were from the Lower 9th Ward and places east of the Industrial Canal, in Gentilly and the East, also from St. Bernard and Plaquemines Parish.

    These folks are described (as I interpret it), in PATH OF DESCRUTION: THE DEVASTATION OF NEW ORLEANS AND THE COMING AGE OF SUPERSTORMS by John McQuaid and MarkSchleifstein (Little, Brown; 2006), as being among the racial minorities that were marginalized to keep them away from the upscale, gentrified neighborhoods occupied primarily by non-minorities.

    Well, I live in one of those gentrified neighborhoods, Lakeview, east of the 17th Street Canal, north of I-610. My areas was hit just as bad as the areas where the marginalized people lived. I lost everything in the floods of 2005. My mother died in my arms as we were trying to climb the hall steps to get to where it was dry and warm in the attic.

    For anyone to tell lies about those of us who suffered losses and trauma, I would like to know where they were when the frigid, fetid black waters came “gurging” up through the floorboards of their houses.

    I wish I could say I was surprised. Why do we spend more money on bullets than levees? Why do we line the pockets of government contractors than our farmers and fishermen and women? Speak up America – we can not let New Orleans go forgotten: she is us and we are her…

    It has been very disenfranchising for us.

    After their gross engineering negligence directly caused massive loss of life and property and severe damage of most of our city’s infrastructure, rendering it uninhabitable, this federal government organization, in an effort to improve their image, despite federal court findings, their General’s testimony before congress and numerous official levee failure investigations, made it worse for flood victims by spending even more tax dollars trying to shift the general public’s perceived blame to their victims. Their PR campaign was very successful.

    The technique they used is shameful: ostracize and discredit critics, slander victims, their property and communities so as to lower their value and promote the belief that the victims even deserved their disaster.

    I find it very offensive that my federal government would do that to us and cover up their gross negligence as best they could, even though a law protected them from financial liability.

    Our US Army Corps of Engineers, and apparently the entire civil engineering community need serious ethics training, if you ask me.

    Right now, one of my biggest fears, is that our federal government and BP are going to further slander us and our habitat so as to devalue perceived damage. The technique is insanely successful and harmful to man made disaster victims.

    Forgetaboutit. The Corps has incredible power. While found to be responsible for the damage, there is a law that denies due process for their victims by making that one particular organization NOT financially liable for their gross engineering negligence even if it directly causes massive loss of life and property.

    The right to due process is denied when it comes to New Orleans’ flood victims.

    Yea, and that whole race baiting thing… The fact is New Orleans is one of the least racist places in the South, but racism sure did raise its ugly head after the floods – thanks in part to the Corps’ efforts to deflect their blame.

    I was so shocked to learn my government would treat my city and its people this way.

    The word is out on the net about how the government is involved in malicious lies and personal attacks in an attempt to keep citizens stupid and ignorant. We’ll all keep an eye out for this behavior, and everyone’s trust in government and politicians just went down to -25. Keep it up, fellows. A few more efforts such as these and you’ll reach absolute zero.
